»   SB 736 will be up early when session starts

SB 736 — the so-called teacher quality bill — has been heard by all Senate committees of reference and has been placed on the 2011 Senate calendar for Wednesday, March 9.  Tell everyone you know to call or write their senator and tell him/her that this bill is flawed and needs to be fixed and funded. SB 736 will dramatically increase standardized testing of students, costing hundreds of millions in tax dollars, without a way to pay for them, link teacher evaluations and pay to student performance on FCAT and similar tests, subject ALL new teachers to be fired without ANY explanation or just cause, and prohibit local school boards from even considering many advanced degrees and special training when determining a teacher’s level of pay. The House version has a number now: HB 7019.

»   Anti-union bills sprouting at the Capitol

The House companion to Sen. John Thrasher’s SB 830 — the Union Gag Bill– has been filed.  HB 1021 sponsored by Rep. Chris Dorworth, R-Heathrow, is identical to the senate version.  As of yet, the bills have not been placed on committee agendas… stay tuned.  As you may recall, these bills take away the right of members to have their dues automatically deducted from their paychecks by the school district.

More ugly anti-education union bills were filed Friday:  HB 1023 by Rep. Scott Plakon, R- Longwood, and HB 1025 by Rep. Jason Brodeur, R-Sanford.  Although we have not fully analyzed the bills, here’s what we see at first glance:

·         HB 1023 will require recertification of a local union, as bargaining agent, that has a membership less than 50 percent of the potential bargaining unit membership by July 1 or the certification of the bargaining unit will be revoked. The bill does not apply to law enforcement officers or firefighters.

·         HB 1025 will allow the members of a union to decertify the union as bargaining agent at any time. It requires union leaders to notify members of this right each year.

»   Public-employee tax gets smaller in Senate pension bill

On Thursday, Senate Governmental and Accountability Committee chair, Sen. Jeremy Ring, D-Margate, held a workshop on SB 1130 – the FRS reform bill.  The bill — as it is currently written — would require employees to contribute 2 percent of their salaries toward their pensions.

The committee took two hours of testimony and discussed proposed amendments, which will be considered when the committee meets after the legislative session begins March 8.

Sen. Jack Latvala, R-St. Petersburg, has been working with FEA and Pinellas CTA along with other public employee unions to protect the FRS system.  “I feel strongly that there are many people who work for government for the pension they are going to get,” Latvala said. “It’s important to keep that path open for them.”

  • On Thursday night in Leon County, nearly 300 teachers, interns and school administrators gathered at a “High Tech Teacher Town Hall” to engage in a discussion of the proposed legislation aimed at teacher quality and pension reform, as well as the governor’s budget. The event was sponsored by Leon NBCTs/Leon County Schools and widely advertised and supported by Leon CTA. Guest panelists were state Reps. Dwight Bullard, Alan Williams and Michelle Rehwinkel-Vasilinda. Questions and comments were received from the live audience as well as from posts on LCS Facebook and Twitter. A transcript of all questions and comments will be furnished to the Legislature for further responses. Superintendent Jackie Pons spoke briefly about the challenges the legislation and the budget will pose for school districts.  Our local legislators issued a call to action asking us to continuously call and write our legislators during the session as well as focus efforts to speak to members of our local Chamber of Commerce to ask them if they support this legislation and then let them know how our reduced wages will impact their businesses.Leon teachers forum and community conversation

  • The Association of Bay County Educators (ABCE) held a general membership meeting Tuesday night. They discussed what ABCE does for the members, benefits, legislative updates and had a Q&A time. They passed out surveys to find out what their members would like from ABCE and also kicked off a membership drive with cash incentives to help improve density. At this time they are at 55 percent and would be happy if they can get another 10%. They are also trying to update our member’s personal information.
  • Santa Rosa sent out more than 2,000 flyers last week titled “There Are Many Legislative Issues Affecting Your Future!” The flyer invites all bargaining unit members and community stakeholders to Escambia’s Red Flag Rally today. On the back of the flyer are SRPE membership applications — with the heading Help Us Help You!

“I have often heard union critics complain that contracts are too long, too detailed, too prescriptive. I have noticed that unions don’t write their own contracts. There are always two sides that negotiate a contract and that sign it. If administration is so weak that it signs a contract that is bad for kids, bad for the district’s finances, or bad for education, then shame on them. The fight in Wisconsin now is whether public sector unions should have any power to bargain at all. The fight is not restricted to Wisconsin; it is taking place in many other states, including New Jersey, Ohio, Tennessee, Pennsylvania, Florida, Illinois, and elsewhere. The battle has already been lost in other states. I have been wondering if advocates of corporate school reform, such as Bill Gates, Eli Broad, and Michelle Rhee will come to the aid of the teachers in Wisconsin. I have been wondering if President Obama and Secretary Duncan, who were quick to applaud the firing of teachers in Central Falls, Rhode Island, will now step forward to support the teachers in Wisconsin. I have been wondering if Secretary Duncan, who only a few days earlier had led a much-publicized national conversation in Denver about the importance of collaboration between unions and management, will weigh in to support the teachers. I am ever hopeful, but will take care not to hold my breath. If there is no organized force to advocate for public education in the state capitols of this nation, our children and our schools will suffer. That’s the bottom line. And that’s why I stand with the teachers of Wisconsin.”

So if Republicans wanted to weaken the Democratic Party by destroying its most important source of big-money support, they would try to crush public-sector unions at the state and local levels. That’s what the Wisconsin fight is really about. That’s why Walker won’t settle for budget-balancing concessions. He wants to eliminate the greatest benefit that unions can give their members — collective bargaining — and also, by the way, make it much harder to collect union dues. He wants to starve the unions to death. This is pure, unadulterated union-busting — not with goons and brickbats, but with the stroke of a scheming governor’s pen.”
